Henderson, NC Mystery 'Track'

1999 Terraserver photo, Hiway 39 and US1 Henderson, NC.......looks like a track of some kind? Anybody know the details?

It is an old track site at the vance co. fair grounds that hasnt been used in years. I dont think it is still useable at all except for tractor pulls, the fair, and special events.
