Hobby Stock Question

I bought a 79 Monte Carlo that will be building as my first hobby stock car. The previous owner started the conversion, but stopped half-way through. It looks as if the floor pans had rusted through because he riveted in sheet metal over the stock floor. The rules @ Potomac Speedway says that the floor pans must be stock... How do I go about staying within the rules without having to buy another car???

Any help would be greatly appreciated!

You would think they would let it slide...Since they only covered the open holes and didnt try to cut out any of it..
