Hurricane Rita strengthened to a Category 4 storm with 135 mph winds today, deepening worries the storm could devastate coastal Texas and already-battered Louisiana. At 8 a.m. ET, Rita was centered about 790 miles east-southeast of Corpus Christi, Texas. In Galveston, a city of 60,000 flattened by a hurricane in 1900, Mayor Lyda Ann Thomas declared a state of emergency Tuesday night.
